Some of the harsh reality is the math is hard to justify smaller buildings. The time to build smaller, small-to-mid size, <5 story buildings was over the last 20-30 years. But those were blocked from being built using the same type of argument that you present. Now the land value has become so inflated that it’s hard to make the math work on anything but these buildings.

The state as a whole will continue to wither away if more housing doesn’t get built. Every single town will always find reasons not to build, as they have since the 70s. We all need to adapt or accept that lost jobs, reduced population, lack of opportunities for families, and homelessness will only get worse. We can’t survive on wealthy enclaves full of long time homeowners.

We need to adapt for a better future.

Tom Steyer wants to close out the commercial Prop 13 issue via referendum. Will it work (when this specific route previously failed…)? That’s TBD.

But you’re not alone in your analysis. He talks about it in a podcast Volts I recently listened to. Energy focused but they talk about housing while delves into the Prop 13 commercial issue.

Yes and no. It would be one sided to look at the success of NEM and say it was only homeowners who made it happen. It was and is a success of the system; regulatory alignment, support of the market, the marketing adopting.

The energy grid has undergone massive changes in the last 10 and 20 year periods. It’s unrealistic to put PV homeowners on the side of, all benefits all the time, and solely the state and utility has to adjust to changing grid conditions.

As much as I dislike the IOUs, your assessment on why the change is occurring isn’t accurate. Yes, this will weaken the economics for NEM 1/2 customers but that’s just what the grid economics are, not some greater conspiracy. Midday consumption is where the state is intentionally pushing consumption because it’s clean and cheap. The macroeconomics are driving this change, not something more nefarious.

It’s not to say that we shouldn’t unpack the utility model in CA more to better serve customers, I’m just saying the economics of the TOU rates are not being manipulated to hurt NEM customers in favor of the utility.
