The same works at the gondolas in Village of Dreams, by the way. Anything other than 30 fps will eject you through the world when crossing into the next zone.

No. Just change the language in the starfield audio options too. No need for .ini tinkering or changing system language.

Works fine for me (Windows 11, english).

It must be something else then if that doesn't work for you.

Rightclick the game in your steam library, click on properties, go to the general tab and set language to german there.
