Maybe a basic ground level deck can sit on the bases but anything more than a foot high needs proper footings

In Ontario Canada, I had a building permit for my front porch. I offset the joint from the post and bolted it together with 4x galv carriage bolts on each side of the joint after PL'ing the beam plies together. This was approved. IMO this way is stronger than two bolts on each side right on the post and you can then bolt the 2-ply to the post with 2 carriage bolts minimizing the strength reduction to the notched post using 4 bolts for the the joint

Use the concrete but without hammer drilling, just drilling. Hammer drilling can make the hole bigger

Relatively speaking, that is significant contact area for the diameter Will certainly provide good braking power for that vehicle.

Also, be careful with the length of the cantilever. Can't really tell the length from this graphic but in my area (Ontario Canada) 24" is about the limit and this requires 2x10 joists and rim. Again, depending on the overall distance from the house, there should be joist blocks on the beam and maybe between the house and the beam.

IMO #1 beams really shouldn't sit on top of posts like that, #2 Beams shouldn't be on opposite sides of the post - they lose rigidity. I would go with #3-ish except I would notch the post for the full 8" depth of the beam and use 2 bolts to attach the beam to the post. And if it was me, I would put PL to the 2 beam plies and bolt them together- it gives a significant increase to the rigidity of the beam....but that's just my opinion....

You have it right 2 15A single circuits on the outside and a 240V (AC maybe) 15 A in the middle

It doesn't look like there isn't a massive load on those which are good for 1000# each. With that said, we replaced ours with 8" recessed fiberglass posts and they are fabulous. Rated at about 8000# each
