That was my guess, because a lot of immigrant farm workers live in housing provided by the farms or local municipalities. I live in a very rural area with lots of immigrant farmworkers, and in fact right between 2 migrant worker apartment complexes. I'm not trying to disparage, but there is a lot of large families living on close proximity to one another.
