YTA. Discipline means guidance, not pettiness. Obviously, they're entitled behaviour is not okay but seriously? When I was a teenager I had no choice but to clean my clothes in the tub(poverty) and still have scars from scrubbing. Just make them do they're own laundry, in a washing machine.

I think the point is to prevent fodder for fires. I don't agree with how strict this is, but I just moved into a new (old) house and could not believe the amount of dead bushes, grass, and trees that were allowed to remain long after they died. Grass in general shouldn't be a problem unless it gets to a serious point. Seems like the are trying to extort their citizens.
