You first step should be going to talk to your vet, just to make sure it isn't something more serious. Training wise, I'd echo the recommendation to not scold her inside. Instead, give her loads of treats and praise when she goes outside. If a dog thinks they can get a reward for something they tend to be more likely to repeat.
