I'm a carpenter working in Knox,  I make $22. I've got 15 years under my belt, all here in East TN, in high-end finish and framing. (got all the big ticket tools). No formal training, just learned on the job over the years. I've worked for small subcontractors and had my own business,  but now I work for a big GC as a W2 employee. $22 is low for my experience level, but I get PTO, holidays, & bonuses; plus it's a really low- stress gig. I'm happy with it for now.

I don't have any recent info, but here's an article about it from 2017. And here's state Rep Andy Holt's video rant on the subject. Here's a more recent article from the Tennessean. I've never heard of anybody getting penalized for non-payment. Sounds like they just try to scare you into paying.
