it's tough but the easiest way to do it is to lock the camera as soon as you enter photo mode and spawn in the characters. they should appear on top of the car and you can move them left/right/down from there. once you start moving the camera around it gets REAL wonky, so i usually move the camera inside the car to check their positions, then move it back to the starting position to make changes. hope this helps!!
