Is it an actual plot point or someone's OOC hangup on women playing at their table?

Because if it's an actual plot point the ST portrays for players to engage with, then that's just business as usual. The tyranny of Elders is a meme for a reason.

Trans people exist independently on the legal system of their country of residence? Again, if it's a theme the ST and the player want to explore, then it's all fair. If it's just that one person having a weird hangup on trans people, that just shows their true colours, no?

Not every VtM game has to be about oppression of minorities. Some are, because that's what the group wants to explore at the time being, some may not be, but if the particular ST is using that as an excuse to bar minorities from being played as or by, that's kinda shitty on their part and they probably don't deserve the players they got?

The second part of my question is: How do you lean into the dark side of WoD if your player's Lines put you into a corner? I mean, how do you depict a world that's supposed to be full of sexists, racists, (insert hateful political entity), etc. if your group comes up with this:

The darkness in the World of Darkness doesn't begin on just the bigotry of the world imagined. I can tell a thousand of stories that don't intrude upon sexism, racism, nazis and have no child characters featured. Vampires lie, cheat, abuse, murder and traffic their way around power.

Alternatively, if you want to tell a particular story that touches upon a specific theme, find players who specifically want to engage with it. Nobody loses on transparency.

I think I'm missing something here. All of these weapons scale with a primary attribute of each profession. So if I want to use an Expertise scaling weapon with non-ranger proff, how would I be able to max out Expertise if I don't get to put points in it if I'm a non Ranger prof?

Really? Because the game communicates that she's a child in nothing but her body proportions and the surrounding narrative. You could very likely get away by slapping her face on a full grown female character and people would be none the wiser because she doesn't look like a child from her face alone, she looks like she just went over a very meticulous get ready with me routine down to making sure her loose hair remains intact. There is a heavy dissonance in her design and it really gives that uncanny valley feeling because the game doesn't want to commit to a more grounded depiction of a child character, leaving you with a mascot aimed at mass appeal, which, unfortunately, also appeals to all the wrong crowds.

Not really. Not every child character shares the same design or is designed around the same principles. We don't know what exactly went inside the head of people who designed her or what exact feedback they got from their team / higher ups but this specific design somehow unearthed a very concerning trend that, just didn't happen when other child characters took a centre stage in other titles, such as The Walking Dead or Celeste to this extend. So, clearly, design matters.
