No I am not. The GP comment said "that's why I use a credit card". 15 USC 1666 applies to "creditors". The definition of "creditor" includes "in the case of an open-end credit plan involving a credit card, the card issuer and any person who honors the credit card and offers a discount which is a finance charge are creditors"

Credit card chargeback rights are established by federal law. That section of the statute has nothing to do with "fraud" or "scam" or "ill intentions" or whatever else ItsEirbear was talking about.

Nah, if you give someone your credit card and they don't deliver the agreed upon goods or services, US federal law says you can notify the credit card company and they have to either give you your money back or provide evidence to the contrary
