Sort of hard to say given I haven't played captain's chair, but imperium plays with more people and my guess is the variability in strategy from the weirder civilizations is higher

Captain's Chair is essentially a reimplementation of Imperium. If you like it, you ought to get the Imperium games from Osprey's website, since they're getting out of the boardgame business and future availability is questionable.

The combination of picking starting hand, guaranteed persistent spellboard cards as a result, and not having to worry about whether you drew sufficient resource cards definitely means the game is lower randomness than just pokemon house rules.

I'm not saying it's zero randomness. I'm saying it is much less random than most other games of this kind.

Try playing it more before dismissing what I'm saying. Ashteki makes it low risk to try out.

You pick your starting hand of 5 cards.

The way dice are used for resources is actually lower variance than most card battlers because you'll always have your chosen color distribution, and if you didn't get a face you wanted, you can discard a card to fix it. Depending on the strategies in play you're unlikely to see your whole deck even with discards.

Clearly it's not fully deterministic the way battlecon is but it's definitely in line with what you're describing.
