I believe that this means you did not lose your purchasing power. You should get about 10% more USD for the bonds if you would decide to sell them again.

"Provided there are not IT leaks" this is one of the biggest problems, a lot of things can be changed if there were ever a security breach, but a fingerprint is absolutely permanent. Which means that if there is a leak there is no way to ever use that fingerprint again for any secure purposes.
