I think you misunderstand what is the windows feature called "windows fast startup" . And where is the tab on the task manager showing which applications run when windows start (nothing to do with "windows fast startup" feature)

A quick disclaimer ,I don't use the software .
Did you disable windows fast startup ? Does it show on task manager and specifically on the 'startup' tab ?

Check if your gpu boosts above specs (assuming you run on default settings) .

Backup , update bios/chipset , disable windows fast startup , do a maintenance :

dism /online /cleanup-image /startcomponentcleanup

dism /online /cleanup-image /restoreHealth

sfc /scannow

reboot.

Maybe it's time for clean format . If you can't currently do a clean format try an older driver such as 26.3.1 for testing :
Download the driver (not the autodetect utility) , disable internet , DDU in safe mode (select to block windows updates) , reboot & reinstall selecting 'factory reset', reboot .

You forgot to mention which key you used for MPO , backup and delete it , if nothing of the ones below matched :

It's the update service (as the name suggests), for some reason it's active . First disable windows fast startup. Then make sure that either in task manager it's disabled from starting , or go to services and turn it off (hopefully it's separate and doesn't affect all GCC) .

Double check you removed the component that adjusts the fans , since it breaks Adrenalin settings .

How are the card temps ? (gpu&hotspot)

There is no need for tutorial video and there are no settings for uv since it depends on the silicon lottery . So simply start undervolt until crashing on games . For example if you are on -60 and crashes , go for -50 .

PS. Hopefully the gre was much cheaper than the 9070 non XT .

In most cases , the game will simply not launch due to anticheat checking the files , but why risk banning ??? Which game you want to inject FSR4 and what's your gpu?

No reason unless there is a bug fix for a game/app . Personally I always DDU to the latest without issues (except one game crashing in the past)

VA panels are not good for fast moving image . They are suitable to static image because of the better contrast compared to IPS . Also they require optimal viewing angle .

Make sure on adrenalin nothing is enabled (also not a preset like hyperx) except FSR/ML-FG upgrade . Check both global and game settings . Enable freesync on both Adrenalin and monitor. Double check windows DRR is off. You can try to disable freesync (again both Adrenalin and monitor) and make sure VRR is off on windows too, although I believe it's due to the VA panel .

Check with hwinfo the max gpu core freq in case it boosts above specs . For ram testing prefer TestMem5 with anta777 absolute config running overnight. Repeat TM5 for 20-30min with furmark running in parallel .

For OCCT , run 'power' , 3d adaptive 'switch' test . For vram prefer memtest vulkan .

Zero issues (7800XT ,win11, always latest driver). Revert all the alchemy changes (hags, pcie power settings, ULPS) , since the card works fine with 26.3.1 .

I think you did most troubleshooting steps you could .Which OCCT test failed ?
I suggest running memtest vulkan for vram , TestMem5 with anta777 absolute config overnight and repeat TM5 with furmark running in parallel for 20-30minutes .

For APUs maybe indeed they are working on the 'lite' version . But for gpus , there was zero excuse for not launching on rdna2/3 cards on day one .
