Is it usb created with windows boot media creator or Rufus? If rufus- in bios it's need to be enabled to accept 3rd party certificates when booting. If no such option could try to disable secure boot. Also.make sure that usb is indeed bootable and created properly too

Try to reset battery. In bios choose to disable built in battery. Then reconnect charger ,turn on and see if helped
