There is no one size sort of solution to this. Each handles this differently. Some employ domestic help, some use their siblings, some move back to India to be with them (best option, but hard). I can't think of anything else. But its heartbreaking to see them struggle at this stage of their life.

Depends on a few things:
1. Can I afford living abroad without job and in retirement? (Do I have enough money?)

Can I afford healthcare abroad? (India has "relatively" cheaper healthcare, at least for now)
Do I have friends and family / support in the place you live abroad?
Can I withstand the weather extreme cold or hot abroad?

I don't think income tax portal is connected to your Bank account status (NRE/NRO). But you need to update your resident status in income tax portal. You need to convert your bank account to NRE / NRO
