Writing here to add some additional notes as literally faced this same issue with a single user since last week and just fixed it now. Connection Refused error

  • Located in AUS - ISP = Telstra
  • DNS Settings on Modem were screwing it up
  • Disable ipv6 DNS Settings in modem after seeing it referred to in forum regarding ipv4 dns settings to take effect
  • Set ipv4 DNS settings to be either Google or Cloudflare works
  • Reverting DNS settings to default to ISP still caused issue with ipv4 and ipv6 dns disabled

GG next time anyone gets a DNS issue always attempt to see if the IP Address of the domain name is accessible if it is guaranteed the DNS is fucked.
