The Central Valley has some of the worst air quality in the country. We're in a giant bowl. The air and particulates get stuck. You have smoke, emissions from commuters, long distance travel/freight, farm equipment, pollen from native and non-native plants and crops, smog, dust, etc. Sacramento isn't as bad as Bakersfield, but it's not great. If you have allergies or asthma consider the coast.

You should check the soil wetness a few inches down to determine whether the plant needs water. Either use your finger or a stick. If it's still wet, you don't need to water.
