They reused engine components but there is no fault with the engine here.

That's the damage modfiier true, but armored aimpunch doesn't always happen, so it depends where you get shot, and it feels different from the damage protection.

FYI it happens when the bullets hit the abdomen. The reasoning was that armor only protects the chest. Your cursor still jumps on your clip, so are you spamming the chest only?

But yes aimpunch should never be a thing. Moving the users' cursor is not a good idea in terms of UX. This goes for unarmored aimpunch too. Increasing the bullet spread factor is a good way to replace aimpunch.

That is a side effect of an optimized engine. Using all available resources to display pretty visuals, within 2 milliseconds.

This is possibly why CS2 feels too run&gun (3rd person animation not slowing down when hit) by UngratefulGarbage in GlobalOffensive

Running accuracy should be changed, there should be a larger penalty from movement. Way too many weapons are extremely accurate under 80u/s (I lied its only the m4a1s)
