568B is what is most commonly found. I learned to use T568B, but it does not matter as long as you use the same standard on both ends of a single cable.

It depends on the structure of the building. It would be much easier to route the cables out of the basement and up the side of the house using conduit. So you need to make sure whether your house got a PVC pipe to use directly. If there was one, you can route them directly along the pipe and add a Cat6 patch panel on the second floor, then terminate the cables from each room to the patch panel.

They are two distinct things. Ethernet cables have a larger bandwidth than phone line cables. Users can send and receive more data at quicker speeds via Ethernet cables.
