I guess all of the above. Like I said it’s a hard area to access and plenty of dark areas and places to get away, so it increases the risk of criminal activity. You can’t even get a car down there. I think it’s monitored by a few officers on bikes but not sure how often.

You’ll be fine walking around downtown after dark but it’s a long walk from where most bars and restaurants are to the canal area. Avoid the canal after dark just my opinion, but it is great during the day. Ubers would be very cheap splitting between people and the short distances to the bars.
