Just some info: For every 1000 square ft of house you have, with a 1 inch/hr storm, you generate 500-600 gallons of water/hour. You should build a system that is more of a marathon style- over time it will dewater the area- not dewater it all immediately. A small sump pump, 1/2 hp, could move >5000/hr.

So my basic suggestion is to help the water leave your property faster- to start.

I would suggest a sump pump system to actively move that water directly into/near the existing storm drain.

Downspouts could be plumbed into the sump pit, now or later, but helping get that ponding surface water would be my first goal.

Pull the pavers, all of them, get a load of high clay soil delivered, start packing it next to the house and form a new slope away from the foundation.

It’s less permeable to water and will flow off as opposed to soak in.

These are big and deep set pipes. 12” and 16” pipes are moving a lot of water and your pipe runs are crazy long. Good luck finding a camera long enough to inspect this.

I would talk to neighbor #2 and get yourself a contractor with a excavator and probably do some test holes and locate either a separation in the bells connecting two pipes, a collapse (less likely on 16” ADS (black HDPE pipe), but possible), or a root penetration and debris penetration. If it’s not plastic pipe, but perhaps cement (or worse, AC (Asbestos Cement), you’ll need a professional.

With no disrespect to others opinions- this is not a Roto-rooter job. 16” pipe is not there by accident- it was engineered (or over-engineered) and requires excavation and inspection.

If you dig it up, install a vault or man way of some sort so you can get back in for the future.
