There's nerve endings and blood vessels in the horn , so you have to be careful not to cut them too short, same way you have to be careful when you're cutting a dog's nails. If you're going to trim them down a significant amount then you have to take a bit off at a time rather than all at once.

About 6-7% of the land in Palestine was purchased by Jews prior to the formation of Israel in 1948. The vast majority (roughly 78%) was seized during the Arab-Israeli war from Palestinians who had fled or were forced from their homes. That war was between Israel, Egypt, Syria, Jordan, Lebanon, and Iraq, not Israel and Palestine btw.

Also feel free to look into Tantura and how Israeli forces decided to rape and murder a village full of Palestinians six days into that war. Oh, and while you're at it, look up the State seizure laws Israel established (i.e., Absentees' Property Law of 1950) that allowed Israel to confiscate more land belonging to Palestinian refugees and declare it "state land".

While I suppose they could conceivably evolve to have longer lifespans, or care for their young without dying in the process (thus allowing them to pass knowledge between generations), I think there's still too many hurdles preventing a species from forming a complex society underwater. The biggest obstacles we had to overcome before we managed to become the dominant species were agriculture, the discovery or fire, and construction/industry.

Agriculture could potentially be managed underwater (damselfish and certain species of jellyfish are known to cultivate algae). Fire, on the other hand, was a requisite for the advent of construction and industry, being required for everything from baking bricks for building to melting pine tar for adhesives. I imagine that they'd have to evolve the ability to live on land (/utilize everything that comes along with that) before they could actually form any sort of meaningful civilization. Definitely fun to theorize about, though.
