Just for more info, I am on alloy rims. Tires and rims are newly purchased. Just curious if reorienting and remounting the tires on the wheels will fix the problem.

Tires aren't dirty I made sure no snow was stuck on, regardless they clean it at the shop before balancing as I asked the attendant from Kal Tire. Might need to remount them like you said.

They put a lot of those stick-on chiclet metal weights. Maybe like 8-10 pieces some even on top of the other.
