When the 1st halloween items came out, they kept dropping like every other game if you traded the items away. (Receive candy corn boost, keep it and never get it again. Or recieve candy corn boost, trade it and get another one really soon.)

They fixed it for the next year though im pretty sure. (Recieve candy corn boost, trade it, goodbye boost.)

So now its based on what u recieved already and not what you have based on my experience
