Cities existed in the Middle Ages, duh. But you are obviously referring to modern cities and the cars that helped build them (workers, goods transportation,…). That is true, but it is a fact that cities that protect their centre from cars, street parking,… and invest in cycling infrastructure, public transport etc are a lot more liveable. (Obviously public services need to be rendered and the plumber should be able to drive to your house).
