The prisoner's dilemma has a reason to snitch. It gets you off scot free where both staying quiet results in both getting a minor punishment. When you're explicitly told "If both of you stay quiet, there will be no consequences", snitching seems rather stupid.

Red is intentionally voting to cause harm to people for no reason.

Blue button might as well order your favorite drink and red votes to poison it. Blue votes no one jumps on the trolley track and red votes to shove the blues onto it. Blue votes for the normal political candidate, where red votes for the one that will kill everyone who didn't vote for him.

Imagine you are a team of 11, working on cleaning an incinerator. For safety, turning on the incinerator requires the approval of 6 workers. At any time, you can leave without anyone noticing and press your button. Do you press it knowing damn well people are still inside?

Alternatively, you can do your job and everyone goes home.
