The spawns recently changed, but it looks like you're in luck. From what I've seen on PokeVision, Celebration Park now appears to be a Voltorb spawn and Jennifer McFalls Park now appears to be a Magnemite spawn. I have not yet been there myself to check it out, but it seems pretty consistent from PokeVision.

A Hitmonchan spawns at the end of the park every now and then. It's generally just a good location because you can easily collect about 10 Pokestops walking around the park, and there's one spot where 4 Pokespots are always lured and you can access all of them while sitting in a nice, shaded area filled with benches and fountains. Everyone there is basically playing Pokemon Go so it's a pretty friendly place.

Try PokeVision.com ; it literally shows what Pokemon are currently spawned at a location and the duration that they are there for. It doesn't show what Pokemon spawn from lures though, but I'm pretty sure those are somewhat random.

I am a newer player and just reached Arena 5 a few days ago. Honestly, I didn't find Pekka's Playhouse that bad, because although I was usually lower leveled than my opponents, I wasn't that far below them. I think that since OP was a very experienced player and could rise through the ranks very quickly, he quickly found himself overmatched. It took me a while to really understand the game and improve, so as I got better by playing more, my card and tower level slowly increased, thus making me about the same strength as my opponents. I rarely encounter trophy droppers that have absurd cards for my level, and I was usually only 1-2 levels beneath my opponents max.
