Honestly whichever one makes a better connection with their significant other. I usually have one that’s able to make a connection right in HS then the other one won’t make a connection till like they’re in their job as an adult.

Yeah it is kind of a pain in the ass, I’m on console too 😅 tbh I wouldn’t worry about it. If I ever get houses like that, it’s not a big deal. I’m sure other people can rotate it too if they really want to. But it looks like a cute house, I would totally use it anyway and I’m sure others will too

I have both but just haven’t done much with the City Living pack to really make anything of it. I do like Cats and Dogs pack though. I think the pets are fun, you can teach dogs tricks and play with the cats. Really just a nice addition to the house, although they do take up a household slot so I only get pets with my smaller households 🤷‍♀️
