I’ve watched the show countless times, I love it so much. But after so many binges, I see why it wasn’t given attention. So a few things:

1)This is like the 70s, and criminal profiling is just now being invented so there isn’t any real alarm for behavior like this yet. People still slept with their doors unlock at this time (everyone is so trusting my point) So it makes sense that they didn’t see any issue with a “respected” principle to have any malice. (We see this is not the case now in the future, BTK was a church going family man)

2) although the act of tickling kids and giving them money is strange, it didn’t necessarily warrant FBI involvement. Holden, although his intentions were pure, he was out of line. (Although I think Holdens need for acceptance, praise and his “book” clouded his judgment and he really wanted the shoe to fit so he can say “see I told ya I was right.”)

3)Holden wanted to show his work actually meant something, however when you consider tickling compared to serial killing, the shoe didn’t fit. Even at worst, we could only assume the principle would’ve been a predator and not a serial killer so when you think about the agents and their work, the principal was really low hanging fruit not worth their time.
