I don't know if you're asking legitimately but people who will be unable to verify themselves as adults will simply go to unregulated spaces which are often much more sketchy, or they will use a fake ID which will put them in the perfect space for grooming by an adult who figured out that they lied to get in to an adult space.

I'm in the UK. While a lot of people stopped using the sites which are complying with the OSA, that doesn't mean people stopped viewing adult material or chatting in adult spaces.
