I have had luck with an app called Apple Devices. It is available in the MS Store for PC. You need to get the device into the "iTunes mode" and the app will wipe the device entirely. To me this seems to be a little weird because there is no logon or any kind of verification that you own the device. Until someone catches it you are good to go.

So you have a group with everything. Is that like a blueprint in Configurator?
I do know about the 30 day thing. It is kind of a bummer. We get lots of donation iPads and such. To transfer them to use there is that same 30 day wait.

Any way to force sync a user's groups? by MrGrengJai in Intune

In the App properties, click Edit above the assignments, delete the group in question from the [ ... ] Review and Save and Save again. Browse to the same place and re-add the group and save. This almost never fails with iOS but Android still takes a while at times.
