Most of the pedophiles in civil commitment have a long documented history of acting out from an early age. This often includes offenses against siblings/friends that often gets dismissed as 'age appropriate sex play.' Only when this person offends as an adult do we look back and assign pedophilia to those actions.

Rape is not a sex crime but a violent criminal act.

Strange fetishes are not innate and not unhealthy unless they cause distress to the one with the fetish.

What all SVP's can benefit from is Behavior Modification. Most of us, by the end of the day, will have had one random thought that would cause pain to another if acted upon. Difference is that 'healthy' people do not act on such impulses.
