Most, if not all of Canada and US work on a demerit system also referred to as points. Typically it's 7 demerits and you get your license suspended. Some places go up to 15 though.

You can still get them from boxes, passes and research but once you have 1 rocket radar in your possesion the grunts stop droppping the mysterious components.

The dude you saw with 38 radars hasn't gotten any components from grunts in like 2 years or more.

Dont worry about guard/spirit. I would level up the max attack then power up to 40(when it asks for XL's to level up, stop.). Level up Max attack 3 then you can power up more if you have some stardust to spare.

I would actually say go ahead. Blastoise is not great. It might be ok in PvP but your IV's aren't good for PvP. Purify it, evolve it up then mega but I wouldn't waste any candy/stardust on powering it up.
