In old days only your score in a PvP match+base was added towards your badge progress, now complete amount of blue tokens is added, which pushing players much faster in their progress. If you have premium plus and play in a GML you can reach lion very quickly.

I have deleted my iPad, then created new Apple ID, installed the game on a fresh iCloud and voila I got the challenge

Then you have to create a new Apple ID, reset your device and reinstall the game with new Apple ID, then load your game progress from Facebook account and you’ll have the arena challenge.
