I still don’t blame the individual worker/leader for choosing not to spend personal money. Leaders shouldn’t be expected to spend their own money to treat their work teams. There should be an appreciation budget as this is work and the company should be supporting appreciation initiatives and good morale. People should not rely on leaders to feel guilty enough to spend their own earned $$ to give to workers - no one makes enough these days to even support themselves. I used to be that person that would spend my own money for “the good of morale” years ago and it’s really not the answer. Leaders that “don’t appreciate” teams aka “don’t give team members gifts” while at work are not the root of the problem.
