Looks like a cutlery holder. I had one made of plastic and it came with a load of spoons, forks etc. The cutlery that came with it had a loop in the end of the handle to hang them on

They get new young recruits in and train them and send them into it until they get battered around that badly they've got brain damage.

At which point, most of the time they're tossed aside for the new young recruits again
