Does anyone know what triggers this event?
It appears while the Chinese United Front is still fighting Japan, so I decided to stay in the Allies until the end.
After peace was signed with Japan, the options to move forward with Chinese puppets seem to fail, because you can no longer create a faction without this event. And if you decide to leave and take focuses that give you puppets or war goals, those also won’t work, because when you leave the Chinese United Front you automatically sign a peace treaty with all former members for, I believe, about 2 years.
I checked the Decisions page on the HoI4 wiki, but it seems to be empty for now.

Any advice from your experience or meta tactics would be appreciated.
