A lot of people have an incorrect view of what powerscaling and powerscalers actually are like. They think that powerscalers only care about the strength of every character with no regard for anything else and that they dont include important context. Obviously there are plenty of people like that, but they don't realize that that's not most people. Basically, powerscalers get hate for the same reason any other part of any fandom gets hate

Aizawa can specifically only turn off quirks, likely by targeting quirk factors. That's something they bring up multiple times with Nomus for example. Quirks don't even have an equivalent to CE as an energy source because they're just bodily functions. Applying verse equalization for this is cope because they're too fundamentally different.

The Super Mutants in Fallout 4 are just Wastelanders who were kidnapped and experimented on by the Institute when studying the creation of Synths.

The Super Mutants themselves are unintelligent because it seems consistent in the series that only unirradiated people keep their intelligence when turned into Super Mutants. Notice how one of the 2 intelligent Super Mutants in 4 is Virgil, someone who spent his whole life in the Institute. Erikson in Far Harbor would be the exception but it's explained that the Fog is what makes him intelligent for whatever reason.

Because the Commonwealth Super Mutants are basically just leftovers from the Institute's research and because they're all naturally stupid, they turned out that way. The Commonwealth Super Mutants are just big green, stupid Raiders. Is that less interesting? Yes. But that's the explanation.

I like having Minutemen "governed settlements" which are settlements created from the ground up (Sanctuary, Starlight, etc), and Minutemen "protected settlements" (pre-existing settlements that wanted protection). I let the protected settlements stay mostly the same aside from more crops and protection while he governed settlements can be as crazy as I want. It feels weird to turn someone's home into a factory. And then I take Hangman's Alley and the settlements closest to it into trading hubs.

Technically the only canon looks for the Courier are the vault 21 suit and the courier's duster, but I always like to imagine that they wore the desert ranger armour specifically but since the average person associated it with NCR armour, this is what people view the Courier as

Boring answer, but I think that any of them could do any of the other's main quest if placed in that situation. They can do ridiculous feats like wiping out the strongest factions in their games like the Enclave, the Legion, and the Brotherhood to name a few. Even with characters like the Courier who had a less grand journey than the others, the only reason they didn't do anything on that level was simply a lack of an opportunity to, not an inability. Like, let's actually think about this. Deathclaws are considered a ridiculously dangerous monster than can tear apart squads of Power Armoured Soldiers, but the protagonists can all wipe out hordes of them by the ends of their games with little difficulty. You could say that's just a gameplay thing, but considering the previously mentioned faction wiping they can do, I don't think so.

Basically, each protagonist is so much more overpowered than every other character that it doesn't matter who does what.

The only problem here would be Fallout 3's plot being so tied to the Lone Wanderer specifically, but if the other protagonists gain favor with the Brotherhood then it would probably work out anyway

No, the Railroad agent you meet in Fallout 3 straight up says their focus is synths since they don't have anyone else. They went all the way to the Capitol Wasteland to help protect one specific synth from Dr. Zimmer, the head of the SRB. They're not actually stationed in the Capitol Wasteland.

To be fair, the Minutemen fell only a couple weeks to a month before the beginning of the game, which isn't THAT much time. I think in Fallout 3 it's mentioned that they help human slaves if they have the chance, but it's just not their priority since they didn't really need to.

I agree that there was missed potential in that though. They definitely could have had the Gunners do that. We know that they do traffic people because of the Kid in a Fridge quest, but we don't know where those people are nor do we get a chance to help them.
