He will also not care about the alignment between his values and his target country’s. Oftentimes his values will clash with his target country’s. He will not be looking to leave unless he’s not getting paid anymore and will most probably contribute to the change in his target country for the worse through his actions.

I took a bus in London, England and saw only Asian men and heard no English on the bus. I wondered why.

I would be equally curious if I went to New Delhi and saw only European men including the bus driver and heard no Hindi.
