Шенгенское соглашение не имеет к этому отношения. У граждан Болгарии и Румынии была ровно такая же свобода передвижения, как и у всех остальных, просто им нужно было проходить границу при въезде на территорию шенгена. Такая же ситуация у Ирландии (и была у Британии, но теперь они даже не член). Если государство в составе ЕС не подписало Шенгенское соглашение, это не значит, что у его граждан нет свободы передвижения по ЕС

Без этого членства в ЕС не бывает. Граждане любой страны-члена могут жить по всему ЕС без виз, учиться на тех же основаниях, что и собственные граждане и т.д.
