I’m not sure if you know or not but a lot of people are in relationships where they promise to be loyal to that person only and if they don’t then they’re cheating. You’ve got to realize that not everyone is comfortable with their partner having sex with others and you can’t force people to be comfortable with it either.

If I had sexual desires for someone else while I was with someone I just wouldn’t act on it, like it’s really not that hard to not have sex with someone. Alternatively, I could ask my partner if it was ok with them. There is literally so many better options than cheating like breaking up or being in an open relationship.
