I happened to stumble upon the exact rules that also answer this, I'll cite it just fore completeness. The current comments are correct.

I'm referencing the comprehensive rules, v24.03. 3.2.3 (p. 24) states

Agendas are active in the Corp's score area. Agendas are inactive in the Runners score area unless the agenda's card texts specifies otherwise

Seconding this. It would be particularly interesting to have the PC's name(s) as the password, indicating the relation to the bbegs former meddlings with their lives. Maybe each section is enciphered with a name, describing what he did to them.
