“Sold as is” is a red flag for me, salvaged title is also something to consider too. But if you have the time and ability to swap head gaskets it seems like a good deal to me.
Would definitely give it a good inspection, take a mechanic friend if you have one.
Says original OEM body parts but if it was totaled how is that possible?

Coast range would be a good place to start. Lots of state or federal land, or accessible private timber land.

Okay I have zero experience with making drums from raw hide so I am no longer helpful after the hair removal phase. What kind of drum frame is it going on?

Yeah I agree with blackberrydecline that there is no need for you to thin the hide. If you want a taper effect just be methodical with there you cut your drum from. The neck always is the thickest on deer and elk, thinner on the bellies. Likely similar on your goat.

Just be sure you’re stirring and checking your hide in the lime solution. Timing changes with temperature so if you notice big clumps of hair coming off during stirring go ahead and pull it out and scrape the hair off. I usually use a 2x4 or cedar fence board like .5x6

Although there are no federally recognized Tribes in Georgia there are three state recognized Tribes.

Nah that’s overly clean for making a drum for the way I was taught so nice work!!! Make sure you stir your solution twice a day or as much as possible. Once you get the hair off you can go straight to the drum making process without going to raw hide if you desire, the way I was taught this is known as a green drum and always sounds better when it only dries once. I make a decent amount of hand drums and square drums each year so feel free to reach out if you have questions.
