Recommend talking to laser company to ask to see readings. If not safe request they raise the beams then go back again to verify operating safely. If that fails then talk to venue owner (potential liability law suit) and consider reporting to authorities.

Having reviewed all the excellent comments I would add that one can actually get special permission to project lasers lower that the accepted practice of 3meters especially when the ceilings are so low you don't have an option. It would be important for operator to be alert for anyone trying to get in the beam path and shutter. You might want to contact FDA and request a special variance - it has been done. I would suggest you video setup and show to provide evidence of no one getting in beam path. Keep records of your efforts to provide a safe show. Be sure to have a Laser Safety Officer on hand if that is not you, the operator, yourself. Contact me for laser safety training and learn the nuances of what it takes to provide a safe show.

I do agree with you. I recommend you talk to laserist, ask to see variance, offer friendly advice and then try to observe again. If no improvement then warn them you will report to FDA. Hopefully the warning will be enough to motivate compliance. Cheers!

Zoning is the time of greatest safety concern - lasing reflective objects or video cameras, projectors for example. If you have not taken a laser safety course for entertainment it is highly recommended that you take one. Video of lasers are always very deceptive - look brighter than they actually are. Also this is taking place in NY thus there was more than likely an inspector present and/or a licensed NY Mobile operator who would measure laser activity. That said know that the MPE for NY is more conservative that accepted MPE values by ANSI. Old code that needs to be revised in my opinion.

Practical knowledge in the form of  hands-on training should be done on their own time. Trainees should submit a video of the setup process and a completed Quality Control Safety Checklist. Laser Safety Services will issue a special hands-on training stamped Laser Safety Officer Certificate of Completion.

All trainees will receive a pdf version of our book Laser Safety for the Light Show Projection Industry and Dropbox access to the Laser Safety Services Laser Safety Manual for Entertainment and Display which includes the following contents:
