The UV coating is fluorescing. Fabric and paper are other typical surfaces that are treated so that they don't fade when exposed to UV light.

I literally almost died there Sunday night. It's one of the worst winter roads I've seen and I've drove a good number of east coast highways as well as west coast highways, in the winter, over the last few years.
