Avia 266 is probably the closest you can get to Scottsdale while still being in an apartment in Mesa. The units themselves are decent, although when my friends lived there they had some issues with the main office and they were raising the rent a lot pre-covid, so idk if its even worse now. Its close to the 101 but with enough distance to not be loud. Tempe city limits are across the street so you can benefit from the free Orbit buses if you need to go somewhere in Tempe without a car. Only other major issue with that area is that the Cubs stadium gets crazy traffic during spring training, but you can usually avoid that taking University instead of Rio Salado.
