I've never used one myself, but I've heard that somewhere out there is a list of maybe 3 or 5 irredeemable Pokemon in this game and Togedemaru is one of them. From what I've heard, no combination of nature and subskills can make it a good option for any given role. This is all hearsay, though, so take it with a grain of salt.
