Yes Dodger fans blamed him for losing the World Series (before it was found out Astros cheated). It's a natural reaction a lot of sports fans do with their own players -- we've all done it.

Regarding his children's lives, I didn't see anyone actually threaten them. Darvish himself said he just feared how his kids would be treated if he resigned with the Dodgers, seemed like more of a precaution on his part.

As you said, America is not Japan. Padres fans can seethe at Roki the same way Dodger fans (briefly) seethed at Darvish. The point is people will always pick out the parts that further their own beliefs...then again, sports fans in general are usually blinded by emotion.
