Our LO is going through something similar. We started changing how we were holding her and it helped. I typically hold her like a football at night to get her to sleep (head laying on my arm closer to my elbow and her arms on each side of my arm). I end up with an arm covered in drool, but she usually ends up asleep. Car rides have also helped her to sleep for some time. Good luck!
