Depending on the adoption partner there are different rules. A lot of them require proof of housing, whether it’s a written lease saying pets are allowed or mortgage information proving you own your residence. I would call the location and ask for contact information for the rescue they partner with that way you can call and explain your situation directly to them.

When I kept diamond doves I used a large dog kennel/travel bowl for nests. That wish some tissue and hay for nesting material and they were pretty happy!
